No, it's an auxiliary power socket you can plug into for a 12v supply. It's on all the Fulvias I think.
Problem is I've never come across a plug that fits it!

I've also been puzzled by this. My Alfa has it as well. Has anyone one seen them on cars of other nationalites. Just curious?

The Giulietta from as early as the first cars with 8 fuses have this on the fuse box (bus) ( the earliest cars had 6 fuses with no port). As thorough as the manuals are, there is no reference as to how to draw current from this port to illuminate a dark spot when all else has failed other than identifying this port as a source to draw power in an emergency.

Betas have this port as well, seems to fit a particular type of European DIN standard power plug, like these:

Apparently Lancia dealers used to offer a rechargeable flashlight you could keep plugged in there for use in case of emergency.

The plug under the dash is different from the standard plug of those link..I've checked some days ago..
