A/C & P/S Belts Tightening?

Help!! I have the head back on and all else put back together. Now I can't figure out why the belts are not tightening up with the turnbuckle. Do I need to set the tension on the P/S one first and then use the turnbuckle to tighten the A/C? I messed around with them for a while and then called it a night. I'll give it a go again Sat. afternoon once my sons are done with soccer.
