Here a couple of tips if you have to remove the steering wheel in your Beta. There are 4 Phillips head screws the hold the horn push in place . They are a pain to remove and replace as you are working with a screw driver from the bottom with no visibility and the recess allows the screw driver to move all around. I solved this by using some plastic tubing on the screw driver ,a second plastic sleeve over that and some tape to build it up to the diameter of the access hole. Leave only 1/2 of the point visible and the tubing and tape flush on the end to act as a centering tool.
The other item is a caution. The 8mm X 1.25 bolts needed to pull the wheel off the spline should not be seated any deeper than the number of threads in the wheel as there is some plastic retainer for the horn contact that could be damaged.

FWIW, I don't even use a puller. Once I get the horn cover off and remove the center nut, I just do the push-pull wiggle maneuver: pull on one side of the rim while pushing on the opposite then do the reverse in rapid succession, left and right, top and bottom, comes free pretty easily. ;-)
