The Lancia D 24 was a all out sports racing car circa 1953 on. Fangio and 2 team mates finished 1-2-3 in the Pan American "Mexican" road race that year. It had a beautiful pontooned fendered body like the Testa Rossa's that would follow it. On the passenger side fender there was a duct riveted just behind the headlight than ran back most of the length of the top of the fender. It was obviously an after thought as the hood had a scoop. The engine was a V6 with 3 dual throat Webers producing 300HP. What was that duct for ? No guessing please..

Oil cooler duct.
The early D24s had a combination oil tank / oil cooler located behind and to the right of the engine. Later D24s had the cooler in that location, but had the oil tank relocated to the rear.
No guessing.

There are two inlets that feed air to the oil cooler: one is the 'eyebrow' you asked about, with the inlet above the right headlight and a duct running over the right front wheel, and the other is a semi-recessed inlet at the top of the fender just behind the right front wheel.
