The Scorpion has in the OEM parts manual a device listed as a "Fuel Filter/Regulator". I once had a rather heated debate on another forum with an individual in which I said the device could not POSSIBLY be a true regulator unless it had a small hole in it somewhere for atmosheric pressure, similar to the one you'd find on an LPG regulator.
Anyway, this guy had one, but refused to cut it open and have a look to prove/disprove either way, and I never had one on my car or noticed one on any other Scorpion. no mention of a hole on his.
Well, it turns out I did get my hands on one recently. Upon inspection, there is a hole EXACTLY like an LPG regulator on the top of the thing. In light of this, I would have to say it is indeed likely a pressure regulator, although somewhat redundant due to the electric fuel pump having a magnetically coupled rotor which limits pressure to around 5 PSI maximum.
I do intend to disassemble it to familiarize myself with the way it is set up at some point in the future, and I'll take pics for the record.
I do know that several of the other Californian scorpion owners that I consider to have a good fund of knowledge regarding engineering did inspect the other filter, and I am a bit surprised that they didn't catch the presence or significance of the hole. However, the presence of the hole does admittedly contradict my assertion that it could not be a regulator, I'm making this post in an effort to set the record straight pending dissection- at which point, I expect to find it's a diaphragm regulator sitting on top of a filter body.
