I wonder if that thing actually ever fit a Lancia or
is it just an ornament ?

It looks to me like the small badge that is on the 82 Zagato front grills, (as well as the Montecarlo's and newer Betas we didn't get her in the states), measurments sound about right and the picture of the rear mounting studs looks the same.
I think the most I ever sold one for when I was eBaying regularly was about ten bucks! and that was for perfect ORIGINALS! not repros! ha ha

That looks like a pre-beta emblem, I ran across a history of the Lancia logo but don't remember where. I think that's a cloissone badge from a much earlier car- and depending on the car, it could be worth a lot (even a repro). Consider that Lambda that sold on TV- was it Barret-Jackson?? about two years ago for something like $140K. If you had one of those that was missing the badge then hell yeah, making a mold and casting a repro one-off is a couple of thousand dollars' work. If you apply that logic, 300 bucks is a bargain. The cloisonne emblems are a whole different animal than the plastic blue/white Beta era emblems. Also, some of them are collectibles in their own right (not necessarily as repros, but originals). I've seen some of the original rally emblems go for several hundred dollars. The guy may have to list this over and over to find the right buyer, but if it's a scarce enough part, I have no doubt he'll eventually get $200-$300 for it.

Pre-Beta indeed; it's a copy of a 1929 (or slightly later) emblem. The 4-spoke steering wheel has been a part of the logo since 1911, but there have been a number of changes over the years. The 1911 logo has a hand throttle device (or is it the spark advance?) on the right-hand spoke, between the Lancia banner and the rim of the wheel, and this was carried over when the emblem was redesigned in 1929. But it was dropped long before the Beta--probably because no one knew what the hell that device was anymore.
In terms of production costs, for a run of 12 repros (as mentioned in the description), the $200 starting bid probably isn't that silly, but you really can't compare this to what an original would sell for. The real question (that the photograph can't answer) is how close you have to get before you can tell this repro from an original; 12 inches is worth a lot more than 12 feet.
