Sorry if this seems like a silly question but, am I correct in thinking that with the standard cam wheels fitted, the smallest amount that the cam positions can be altered by is equivalent to one tooth on the wheel?

Yes, and one tooth is much much more than you'd want to change the lobe center by.
One solution to this, using stock wheels, is to redrill the dowel hole. You can drill a number of them that correspond to various timings without significantly weakening the pulleys.

At this stage I'm just trying to ensure that I've got everything set up as it once was. Sadly my VX now only produces 120 bhp and makes 150 lbft of torque. That seems to be about as far as it going to go which is dismal considering that it was once supposed to be producing about 160 bhp and 160 lbft.
